CMO IN ACTION

IOM is currently acting as a Camp Management Agency (CMA) in 120 camps around Port-au-Prince and the affected regions of Jacmel, Gressier, Leogane, Petit Goave and Grand Goave, either by directly implementing CCCM activities through its Camp Management Officers (CMOs) or by supporting DPC Camp Managers. According to the DTM, this number represents coverage of approximately 20% of all the IDP households hosted in sites after the earthquake.

THE CMO CONTEXT

As provider of last resort, the CCCM cluster has operationalized camp management activities through the creation of a Camp Management Operations (CMO) Unit. The IOM CMO Unit is deployed to coordinate services in sites and provide camp management assistance as and where needed. The CMO teams work throughout the seven affected communes of Port-au-Prince, and in three further affected communes in the regions. These teams are also assisted by a technical team, a protection team, and ten additional field units that have taken on comprehensive camp management activities in the high priority sites identified to be in need of assistance and services.

Teams are deployed upon request, working through a results-oriented approach that focuses on service provision, mitigation works, infrastructure upgrading, security concerns and any other field activity that falls under a holistic camp management approach.

At commune level, CMO Unit works with the Government of Haiti on durable solutions for the displaced population. This is why, CMO works in the implementation of a Return Strategy which aims to help the IDPs to return back home, taking into account the current situation and its inevitable constraints.

Furthermore, in order to ensure the sustainability of these activities, the CMO unit is supporting, training, and monitoring 100 members of the Government’s Direction de la Protection Civile as camp managers in particular sites.

THE ACTIVITIES

Last week the Camp Management Operations made 195 visits to camps and held 57 meetings with the local authorities and the humanitarian organizations operating in the different communes. Additionally, the teams have mediated in the potential eviction cases in the camps. Similarly, the teams have continued the distribution of Non Food Items (NFIs) within the camps and carrying out mitigation works to improve the current living conditions of IDPs while durable solutions for their return are implemented.

PaP

  • This team continues to implement the rubble removal project in Camp Sainte Marie. The project benefits 74 families.
  • The team distributed 140 plastic sheets in camp Gheskio.
  • The team held the periodic meetings with local authorities to coordinate the field activities and actions for the hurricane season.
  • An eviction case was reported at Eglise Saint Michel. Eight families were evicted. The CMO referred the case to IOM Protection team. Also, the team is mediating in Kan Beauboeuf eviction case.

Delmas

  • The team is organizing with OXFAM a distribution of plastic sheets and wooden poles for 40 families in Delmas 6 Orphee.
  • The team participated in the local WASH meeting where OCHA presented its Voluntary Return Pilot Project.
  • Also, the team is mediating in the tensions between the NGO Men nan Men as Camp Management Agency in Carradeux/Terrain Toto camp and the Camp Committee.
  • In addition, the team is mediating in 8 eviction cases.

Petion ville

  • This team is following up the camp Acra 3 case in order to get an agreement with the owner to extend the time for IDPs staying in the camp while a return strategy is implemented.
  • Also, in order to improve sanitation conditions in camp Ecole Guatemala the team distributed utensils along the camp to carry out sanitation works.
  • The team will take direct action in a joint work with the IOM WASH Unit to implement drainage works at Ann Pote Kole camp which is in a high risk of flooding.

Croix des Bouquets

  • The team will start the drainage works at Lillavois 8 camp after receiving a written document from the owner. The owner of the land already agreed on the works.
  • This team has worked with IOM Shelter Unit in the coordination with local authorities to build shelters in Santo 17. The construction will start this month.
  • Furthermore, this team is providing technical support to ARC, Camp Management Agency for Corail, to facilitate the movement of IDPs from the tents to the transitional shelters. The CMO is working with IOM WASH Unit to carry out drainage works and install the lamps before IDPs movement.

Cite Soleil

  • The team provided finance support to the people working  in the cleaning activities at camp Inmaculee (Michico 2)
  • This team distributed 200 tarps in Tapis Vert, Nelio and Cochena et OSCAS A&B to replace the tents damaged during the heavy rains in the last weeks.
  • In addition, the team determined some security problems in camps, camp in need of hygiene kits and equipment to facilitate nurses consultations. The team is taking action to provide the service needed.

Carrefour

  • This team mediated between the owner of the VIJICAF land and the camp committee to avoid an eviction of the IDPs. The CMO team get from the owner an extension of time to work on the exit plan for the IDPs.
  • The team is exploring the recent movements of IDPs in Jean Baptiste and Village Gaston Margron camps which seems have received IDPs from other camps. The team is confirming the information with Save the Children and the camp committee.
  • This team will find a solution for the lack of provision of water in Centre Sportif camp.

Tabarre

  • The team is mediating in six eviction cases at Tabarre commune.
  • The team made an emergency NFIs distribution to families affected during a fire in COFAVS and also made distributions of NFIs to 98 vulnerable families along 6 sites in Tabarre.

REGIONS

JACMEL

  • Due to the lack of a camp committee in camp Mayard, the CMO team is providing technical support to IDPs for the election of a temporary committee.
  • The team identified lack of WASH facilities in WOLF 1 and Orphelinat camps. The problems are specially related to lacking of latrines.
  • Additionally, 750 individuals have been threatened with eviction in Orphelinat and Saint Helen camps. The team mediated last week with landowners to get an extension of the agreement to allow IDPs stay in the camp.

LEOGANE/GRESSIER

  • The team is helping families from Ojadco camp to return back home. The families were evicted from the land and the CMO team is providing them support for he returning and distributed them hygiene kits, kitchen kits and mattress.
  • CMO team is providing support to Insersos NGO in the implementation of the return back process of about 130 families from Shekinah. The team provided NFIs to the families. 90 additional families from the same site moved spontaneously to Merger camp in Gressier. The CMO team is working on a planned relocation for these families while a return back process is implemented.
  • The team is coordinating with other IOM Unit actions to be taken for the implementation of the return back home strategy.

PETIT GOAVE/GRAND GOAVE

  • The team continues to follow up and mediate in 10 potential eviction cases in Grand Goave and Petit Goave. Efforts of the CMO team have avoided the evictions and extensions of time were negotiated with the owners. Furthermore, the team is working to identify the families who want to return back home voluntarily.
  • 5 of 11 camps visited last week are closed.  The team will report the information to IOM Displacement Tracking Matrix Unit.
  • The team also is following up security concerns registered in Alonzo Rodriguez site.
