CMO weekly report (12-18 June)

CMO IN ACTION

Last week the Camp Management Operations teams visited 129 camps in the Port au Prince area and held 35 meetings with the local authorities and the humanitarian organizations operating in the different communes. About 54 service provision, protection and security referrals were made to the respective clusters.

THE CMO CONTEXT

A priority for the IOM Camp Management Operations Unit is to support the work of the different NGOs in the camps, through strong coordination. CMO teams have attended meetings with the NGOs in the different communes in order to share information about the work they are doing and to strengthen the Camp Coordination and Camp Management response in those areas.


THE ACTIVITIES

The CMO teams continued to collaborate and coordinate with humanitarian, governmental and other partners at the commune level. During the past week, the CMO teams attended coordination meetings with all local partners. In addition, the CMO teams continued to mediate over land eviction threats faced by IDPs, and have succeeded in some cases to create awareness about these situations within the humanitarian community and in some cases have managed to arrange extensions to eviction dates. Meanwhile, the CMO teams are continuing to coordinate activities with the local authorities to find the best solutions for those IDPs that are potentially facing eviction from these camps.

Additionally, in view of the fact that there is a continuing occurrence of sensitive safety  issues in the different camps, the CMO teams have responded to calls from various camps committees and have coordinated respective action with UNPOL and local authorities.

Furthermore, the CMO teams continued to implement mitigation action through work on drainage in the camps. The residents of those camps, with the support of the CMO technical team, are implementing the projects, and to date the works have been successful in reducing flooding in the highest-risk camps. CMO will continue mitigate risks in other camps, whilst at the same time raising awareness about flooding risks and mitigation possibilities in other camps.

The CMO Unit will soon implement a project with the DPC (Directorate of Civil Protection), aiming strengthen the capacity of the Haitian Government concerning camp management. Project activities will include training and technical support for camp management.

PAP COMMUNE

Last week the team focused on removing rubble from the streets in the Acacia camp in order to facilitate access by vehicles. This work was necessary to enable access by lorries transporting water to the camp, where about 900 displaced families are living.

In addition, this team made assessments in nine more camps in the commune and worked jointly with DINEPA (Direction Nationale de l’Eau Potable) in following up referrals related to WASH. Read more…

DELMAS

Last week the team continued implementing mitigation measures with the IDPs, especially regarding drainage works in the camps. Additionally, the team conducted awareness raising activities for the camp committees in order to stress the importance of keeping the camps clean to avoid blockages in the drainage canals.

At the same time the team continued to monitor land eviction cases ongoing in Delmas.

PETION VILLE

This team concentrated its efforts on two important cases related to the eviction of IDPs from the camps. For both cases, the CMO team proposed solutions that benefit the community. This week this team will continue to monitor these cases.

CROIX DES BOUQUETS

The Croix des Bouquets team concentrated its drainage activities in two camps, with Oxfam coordinating the WASH activities in one.

At the same time, the team installed a tent for the camp committee in Jacques 1er Camp. The tent will facilitate the camp committee meetings.

The team also acted as an intermediary in conflicts between IDPs in Lilavois 8 Camp and the camp committee, and succeeded in resolving the dispute.

Additionally, the team visited 17 camps and carried out assessments and follow-ups on previously referred cases. Read more…

CARREFOUR

The team concentrated its efforts in coordinating work with Oxfam, Save the Children, ADRA and Premiere Urgence, four of the larger NGOs in the commune. The idea of the meetings is to share information on the activities of each of the NGOs, in order to coordinate and strengthen joint efforts.

Additionally, due to security issues in some of the camps, the team provided permanent monitoring through regular contact with UNPOL and the local police. Read more…

TABARRE

Last week, the team focused its efforts on carrying out assessments in camps of the Tabarre commune as there had been no previous assessments in these camps. These assessments were done in order to learn about the living conditions of the IDPs. This team visited a total of 24 camps where they identified two cases where drainage activities were needed, in camps Te Roche and Parc Fleurieux.

Further, the team observed serious illness in Parc Fleurieux IDPs, and referred several cases of violence. The team is sharing this information with all relevant organisations and the local authorities to find a solution. Read more…

CITE SOLEIL

This team attended meetings, primarily discussing issues of insecurity in the various camps of this commune.

In addition, the team coordinated with other humanitarian organisations in the commune to discuss cases where drainage work was required.

The team also acted as mediator in a conflict that occurred between the camp committee of camp Tapis Vert (Athletic II) and the IDP community.

The team is following-up with the camp committee and the NGO AVSI regarding the possible relocation of IDPs from camp Place Fierte, which has about 3.000 families. Read more…

MOBILE TEAMS

The mobile teams referred protection cases from some camps to the Protection Cluster. In addition, the mobile teams continued to provide support to assessments in the camps and collaborated with other CMO teams. Most of the camps assessed registered WASH problems.

At the same time, one of the mobile teams arranged the logistics for the reparation of plastic roofing sheets in camp in Delmas. Read more…

TECHNICAL MOBILE TEAM

The team continued to implement drainage work in camps that were affected by flooding. Regarding the drainage work, the team carried out mitigation measures in eight camps, providing advice and technical support to the community in order to improve drainage systems. The team also continued to make drainage referrals to the Inter-Cluster Mitigation Task Force. Read more…
