This week, CMO PGV was following up the management of evictions cases in the 2 communes. Regarding the 3 sites : Vedette (000_14_011), Harry Breckman (122_12_302) and Rue Cimetière (123-01-325), a total of 122 households have been assessed. 100 of them have been mapped. Shleter partner have been identified for 2 sites (in Petit Goave). On going negotiations started with 2 potential WASH partner for these 2 sites. Some evictions have been postponed this week: Beatrice 2 (122_11_368) – until 31/12 ; Beatrice 3 (122_11_366) – until 31/12 -01/10. On eviction has been cancelled, thanks to good negotiation between the owner representative, the school managers and the committee. Some pending threats of eviction are managed by IOM field camp manager in Haut Gaston (122_11_321) and Beatrice La Paix (Pas de SSID).

Unfortunately, 1 new eviction got to be known in Cellule d’Urgence de Thozin (123_01_331) in Grand Goave. As negotiation with the owner seems very difficult, sensitization has been done to the partners to identify capacities to react. The low capacity to response in Grand Goave is worrisome. Finally, CMO has been informed lately about the latest eviction in Anda Mapou (122_11_339). Only on part of the site has been affected by the measure, but the committee was dismantled at this time, and nobody informed CMO team. Neither the CMA for the site communicated on the emergent situation. CMO intervene to the site, to start sensitization on committee importance. Reelections are planned with CMA.

CMO team welcomed WASH/Drainage technician on Monday, the 13th. She conducted a general assessment in the site Ruelle Northon (122_11_355). Report has been shared among CMO and intervention team. Clear recommendations need to be shared in the coming days. In the sites, where IOM is camp manager, WASH need assessments have been conducted by the field camp manager (with CMO’s support). The results will allow communicating on the WASH gaps in the regions.

CMO chaired a meeting in Alonzo Rodriguez (122_11_361), following a small security incident on Oxfam Intermon staff members. The representatives from the committee (involved in the incident), IEDA (CMA) and OI were presents. Conflict resolution achieved with some recommendation to be follow-up by the CMA. Importance of good communication and safety for all actors in site was on the key element of the discussion.

A total of 11 sites have been visited this week. Out of these, 5 are fully closed: Filles de la Sagesse (122_11_304), Men dan la Men (122_12_307), Sevant Pou Tous (123_01_327), O.A.D.F. (123_07_308) and Cercle des Petits (122_11_335). In the site of AJPC (122_12_301), only 4 households are presents in the site.

CUZPC (122_11_352), Alonzo Rodriguez (122_11_361), Cellule d’Urgence de Thozin (123_01_331), and Pak Feris (123_01_330) sites have been assessed. The first site is now one identified for DPC intervention as CMA.

Due to the lack of a camp committee in camp Mayard, the CMO team is providing technical support to IDPs for the election of a temporary committee.

The team identified lack of WASH facilities in WOLF 1 and Orphelinat camps. The problems are specially related to lacking of latrines.

Additionally, 750 individuals have been threatened with eviction in Orphelinat and Saint Helen camps. The team mediated last week with landowners to get an extension of the agreement to allow IDPs stay in the camp.

CMO team distributed 150 NFI kits (Hygiene Kit, Kitchen kit and Mattress) to the families returning from the camp of Ojadco (121_01_187). Under an eviction threat since 2 weeks, families are accopanied back home, with a tent and NFI kit, T.Shelter will be provided later. This action is done in close collaboration with DPC (Camp Manager), NGO Sash (tents) and IOM (NFI and coordination). This return process is still on going.

Populations from Shekinah camp (116_02_316) moved spontaneously on the new site of Merger in Gressier. For several weeks, NGO Intersos, Flm and Oxfam with the support of IOM are supporting the return of several families. Unfortunately several families stayed without return solution and no relocation site is available. There are currently 90 families newly settled in Merger.

CMO team was the initiator of a joint visit with Dinepa, Unicef and DPC to the 4 sites, close to each others, of Ojc, Creca, Csc et Tresor (121_01_382, 121_01_519, 121_01_029, 121_01_521). Following to Wash referrals, taking into consideration the localisation of these families, the aim of the visit was to get a overview of the problematic of the whole area. CMO team will work on identification process next week.

CMO team participated actively to Wash, CCCM and Shelter cluster this week and ensured several bilateral meeting to coordinate the current return process of several camps.

CMO team participated to a internal coordination meeting, in order to improve the coordination of all field department (DTM, Registration, CCCM, CMO etc).

At the beginning of the week, the risk of heavy rains push CMO team to launch awareness campaign on at risks camps.
